  change variables for apsfilter releases and branches to
  STABLE_RELEASE, STABLE_BRANCH, CURRENT_RELEASE, CURRENT_BRANCH
  like it has been used in make-release before.
  
  Now define these in Makefile to build
  - handbooks and
  - roll releases
