You might want to look in your .apsfilterrc for some code that if 
actvated will cure stairstepping on an HP printer. However the stuff
that is printing out sounds like the apsfilter is trying to treat
text like postscript. Did you configure a raw1 or an ascii "printer"
when you ran apsfilter setup? If so you might try "lpr -Praw1 foo.txt"
