I don't know if you *really* want to do without sendmail,
because there may be other system tools that depend on a
working sendmail installation, but you can use
"--with-sendmail=/bin/true" (or whatever the correct path
for 'true' is) -- beware that you're on your own in this
case. There'll be no error mails, fake duplex won't work
and neither will apsfilter-bug.
