If you look at the pkg-plist file of the LPRng file, you'll
see, that there are 2 config files.

And after installation you'll notice these files:

-rw-r--r--  1 root  wheel  17939 17 Jan 19:48 /usr/local/etc/lpd.conf
-rw-r--r--  1 root  wheel  17939 17 Jan 19:48 /usr/local/etc/lpd.conf.sample
-rw-r--r--  1 root  wheel  11364 17 Jan 19:48 /usr/local/etc/lpd.perms
-rw-r--r--  1 root  wheel  11364 17 Jan 19:48 /usr/local/etc/lpd.perms.sample

And if you are unsure what paths have been compiled in use

strings /usr/local/sbin/lp* | grep /etc

=/etc/printcap
=/usr/local/etc/lpd.perms
=/usr/local/etc/lpd.keytab:/etc/lpd.keytab
=/usr/local/etc/lpd.conf
/etc/services file for a missing 'printer 515/tcp' entry
/etc/services file for a missing 'printer 515/tcp' entry
=/etc/printcap
=/usr/local/etc/lpd.perms
=/usr/local/etc/lpd.keytab:/etc/lpd.keytab
=/usr/local/etc/lpd.conf

Well, so FreeBSDs does the right thing

a) use /etc/printcap for backward compatibility for all other tools
   that need to look into printcap ...

b) look for config files in /usr/local/etc, since /usr/local/...
   is the place for 3rd party applications.
