When apsfilter is run inside the spooler environment, the current
directory is not necessarily the same as in your shell environment
(most likely it isn't).

And by coincidence, this question is even covered in the FAQ:
"Q: Why can't I print DVI/HTML/Sketch/FIG files with
embedded images etc.?"

So (according to the introduction to the FAQ) let me continue
like this:
