In the pips directory is an entry called sc40s. The "pips-sc40s" filter is an external program supplied by the "pips" printer driver package (see the handbook for the link). The script "pips/sc40s" is just a small helper for apsfilter to set up the correct options for that driver. If you install your "pips" package, apsfilter should be able to find that filter program.
