This is explained in the FAQ (look for "bounce queue"), but mainly you have to create a file called /etc/apsfilter/QUEUE/lpr.conf with just the line REMOTE_NAME=fax in it. Your printer named QUEUE should be set up as a PostScript printer, of course.
