The permissions *should* be 600, since the (optional)
password in the file is supposed to be read protected.

In your case the owner/group settings are probably
wrong -- these should be adjusted to the user and
group that is used by your printer spooler. Normally
these are lp/lp or daemon/daemon or even root/root.

Read the spooler docs for the correct values.
