How to install pips-sc80s?

I'm trying to configure an Epson Stylus C80 printer.  I'm running Debian
GNU/linux with the lpd print queue.  Apsfilter version 7.2.2 seems to
have configured the printcap file correctly, but when I queue up a test
page I get the following error in my log file:

apsfilter: missing pips-sc80s; can't convert the file type 'ascii text'
apsfilter: Please install pips-sc80s if you want to be able to print
files of
apsfilter: this type.

So where do I find pips-sc80s and the corresponding installation
instructions?
