One people reported, that he had permission problems, because he had a very secure umask as root. Like you. Then SETUP creates the files with exactly that permissions. As a workaround I fixed this be setting a proper umask in SETUP now. So you should either fix your umask or simply use apsfilter 7.2.4 !!!!!
