Apsfilter has nothing to do with spooler or queue management.

Of course.  That's where it goes.

Don't know what to tell you about that.

Depends what print system you're using.  If you're using
bsd lpd, read

man lprm

and see if something makes sense.  In a pinch, just find
the spooled files and delete them.
